You are right, pretty early on in the game, if you wanted to, you could wander to areas of the game far higher in level than you currently were, aside from some mini bosses in the way here or there, plus entirely optional areas too. It had an overworld map but that was more for fast travel than anything.

Yeah, there was a level of freedom in that game that, while not necessarily as open as in FF15, would let you go to any number of places pretty early.  You could even stumble onto optional bosses and get destroyed.  This is one of the reasons I look at FF12 so highly, especially compared with FF10 and FF13. It felt more like a world.
