That is a pretty massive "If" when talking about someone like Capcom. Whats most likely, just like with Tomb Raider is that the developer isn't balling like Rockstar and wants to off load the risk of the game potentially flopping (relative to budget) by having it money hatted by MS/Sony. As oppose to them literally not being able to afford the project without a third party funding.
