Mark Cerny confirmed interest in Knack 2 in 2014, 3D animator confirmed working on the game

Back in July 2014, PS4 lead architect, Mark Cerny, explained in an interview with IGN that after having focused on hardware and tech for so long he was looking forward to returning to games, and already has a new one in the pipeline.
Asked whether or not we'd see a follow-up to the PS4 launch title, Knack, Cerny seemed positive that it could happen and confirmed that he wanted to develop a sequel. “There’s a lot unexplored there,” he said. “I think anybody who played the game would tell you that!”
Furthermore, 3D Animator, Mindy Liang, from Taiwan-based XPEC Entertainment Inc accidentally confirmed the existence of Knack II. On her LinkedIn profile, the developer noted that she’s been working on Final Fantasy XV since August 2014 as well as Knack II since May 2015, suggesting that the latter has been in development for some time. 
Lastly, to a user hoping to see a sequel to Knack, industry insider, Shinobi, said: “Well, then...hey I got good news I guess.”

Nerdleaks found some concept art indicating that Sony were working on a game with a Western setting.

And as the rumor in OP says, Sony and Wild Arms producer Kentaro Motomura said back in April, 2014 that he'd like to see Wild Arms on PS4.
