When games like Battlefield are already struggling on the base PS4, I think the idea is that further in the generation peoples consoles will feel especially obsolete and that would push them towards PC gaming even if they prefer consoles. I think that comment was about providing an option for those who prefer console experiences, not about selling PS4 Pro to existing PC gamers who "require" 60fps 1440p in order to enjoy a game.
