Skip to 1:42 and follow the rest. Just make sure that when it goes to the application settings, you have Asscreed black flag selected

Click "Add Application" if its not in there

The power play menu is not available under my radeon addition settings. Under power it only says amd start now technology. 

Then your only options are either a) Try and update to the latest driver and see if its there or b) Go into your bios and disable the integrated GPU. Make sure that your monitor is not connected to a port on your motherboard but instead, connected to the port on your RX 480
