Well it sounds like it is using the integrated instead of the AMD 480 since you should be able to max out Asscreed.

Just right click on your desktop, click "AMD Radeon Settings" and then

Skip to 1:42 and follow the rest. Just make sure that when it goes to the application settings, you have Asscreed black flag selected

Click "Add Application" if its not in there
