I think your figure is total vs. just Mexican.  The Mexicans are still more than half the total, but going down in both absolute and relative terms. 

Look at Page 6 of your PDF:  they estimate that there are much fewer unauthorized immigrants who have been here only a short time compared with several years ago.  Most of the ones here now are veterans.  (Not military.) 

So how many still come in every year from Mexico? We there's around 700k incoming every year. The net might have decreased but there's still people coming in illegally every year.
