It's not the establishment republican party who's running the executive branch of the government, it's Trump which get final say in pretty much everything he's responsible with and his cabinet members ...
While Trump could be surrounding himself with neocons, the days of running like the Bush's are over when the party base is rapidly evolving from neoconservativsm to paleoconservatism to reflect that change in leadership and Trump can resign ANY of his cabinet members at ANY time so they are almost certainly beholden to his interests ...
