This is crap. Localisation and testing don't interfere with each other. Why should testing wait till localisation is done?

Yeah, that's what I though too. Testing will be done by the team, they don't need the game to be translated to test it for bugs and broken parts of the game.

Well, the problem seems to be the localisation of the game, and that is shared between both versions.
