It's a shame, too, as this is likely going to overshadow the huge improvements found in other games. Titanfall 2, Infinite Warfare, Paragon, Tomb Raider and the Infamouses, for example, run much smoother and provide a great boost in image quality from the OG ps4. I do agree that they should target highest resolution without sacrificing framerate, however. 

All they need to realize is just to include 2 modes: Best Image and Best Performance, just lower the resolution significantly on performance and get a close to OG PS4 experience on the other, that way people that don't mind the drops get what they want and people that want to have the same or better framerate then OG PS4 get what they want.

Shouldn't be to difficult actually :D, but if the developers only give one option then the chances of (most) developers using the power of ps4 pro will be highly diminished.

It seems like it might be a very good thing for microsoft to go second, its a new thing this mid cycle upgrade and obviously sony is going to have a few bumps.
