Interesting note: HDR is available for the regular version as well. And once you've seen the game in HDR mode, there's no turning back.

I don't think this is Square's fault but rather hardware limitations and art direction.

All of the characters have long and very detailed hair. Especially Noctis. There's gonna be aliasing especially on the hair, the higher resolution, the less aliasing in the hair. OG PS4 version runs at dynamic resolution which goes from 900p to 1080p. Post processing AA solution game is using has trouble with smoothing the hair, if they made it stronger it would kill these jaggies but make the game more blurry overall. So that's a trade-off.

Long story short: Buy PS4 Pro and FFXV to have the best looking silky smooth and shiny hair :P

No. The hardware limitations are known and set in stone. Square-Enix chose to design the characters hair this way. They could have made the strands bigger to make them look better than the pixelated mess they chose to adopt for this game.

 

It's all on them and their design choice.
