This is true.
To get a notable upgrade in graphics and meet solid 4K/60, we need something north of 12TF, and ideally ~15+. 4TF is far too weak, and even 6TF is extremely underwhelming, because it means that the extra resources will go towards resolution rather than better lighting/ultra textures/etc in most cases.
At least 4K should cap out for a while. I don't see people dumping their 4K TVs in a few years, hell most people are still on 1080P.
We will have to wait until PS5 and whatever the next Xbox is past Scorpio for more than simply up-rezzed gen8 games. And they will need to cut the old hardware off in order to make that happen.
