No, but you certainly should have a feel of guilt. If you would vote for someone who (extreme example) goes for genocide, then you should take the responsibility, because it was people like you who made it possible.

If 25 million people will get thrown out of health insurancy, then you take the blame as a voter, because you should've known what will happen. It is you to be blamed.

Giving up a vote and then go like "I don't care/not my fault" is out of question. You take the responsibility!
