Sounds like this was a decision by Activision. Whatever the case, what does it matter? If this article's word is anything to go by, people got a refund upon request. Open and shut case.

It's not open and shut unless it never happens again with these two market platforms.

Ideally, pro-consumer policy is if a customer is unhappy with a purchase, they should be able to get a refund. Unfortunately, with digital purchases, this isn't always possible but apparently, big, bad Microsoft was perfectly willing to issue refunds upon request.

Naturally, I suspect Microsoft is up to something nefarious issuing those refunds.
