It's something pretty obvious and several countries worked on it for a long time. The best things we achieved until now are common exercises, France-UK treaty (and Libya intervention) and only one big EU operation against pirates in Somalia. It was a success, but there is a lack of political willpower to do more than that.
The weakening of the US and OTAN support should push EU politicians to support this army again.
