No they don't, the Electoral College does. That's why Gore lost in 2000.

But in 2000, there was only one faithless elector, who abstained from voting. If she had instead voted for Gore, wouldn't he still have lost 267-271 due to Florida? I don't see how the Electoral College determined this, it was more the Supreme Court that had a bigger influence on the election.
