Why is UC4 considered a better game than Rise of the Tomb Raider?

It's been a while. Just about 7 years. :)  Sorry I can't be specific. I just found it difficult in a way that exceeded the boundaries of even the most challenging parts of crushing mode. It was both unique and terrible. I'm sure some players blasted it. In the end, I remember it being a very strict method, with little room for hiccups, that got the win. Not much room for improvisation. And it felt a bit cheap next to the rest of the game. That's my take from 2009.
