Why is UC4 considered a better game than Rise of the Tomb Raider?

like I said it all comes down to bias. both fan bases have it and use that as their basis 

But bias implies that their judgement is somehow unfair. If someone likes a game more than another that's not bias, they just like a certain game more than another.

Now, if someone had decided which one they prefer based on which series they like better (for instance, saying they like UC4 more without having played ROTR) That would be bias. They could rightfully says which one they THINK they would like better, based on their past experience with each series, but they wouldn't fairly render a verdict.

But if someone played both games and liked one better than another, that's not bias.
