I realize this might sound a little confusing 

Hmm, how does ps4 handle temporarily losing internet connection? I want to use the pro as my secondary, but does that mean that if I get wifi interference in my game room, any (offline) digital game I'm playing will quit out? Or is it only when starting a game that it checks? Or even earlier when you start up the console and sign in to your profile? Can you sign out of psn after starting one of your digital games on a secondary ps4?

I better buy some more physical psvr games just in case :) Much less worries.

I think with digital games in general the game would lock you out (think in game popup, something akin to asking you to sign in) if it lost a signal and the ps4 wasn't primary, but if it was just a temporary disruption like you mentioned then you can run the Internet test under the OS settings, switch back over to that game and pick up right where you were without losing any progress or having to restart the app. It depends on the game (online only game, offline only game) and probably to some degree on how the developers coded the game to handle something like that. I'm sure some games would require a full reboot. The division is a game for instance that would send you back to the menu screen, but that game is always online.

With that being said, I don't think this is a "check in once" type situation. It's a "you need access to the Internet to play" type deal, and it's because of piracy/game sharing reasons. So no, you can't log in to your secondary Ps4, connect to the Internet, get access to your account and then log offline while keeping access to your account. You need to be online. Otherwise you will only be able to use non gaming functions on the ps4 in question. 

***If I were you, I would set up whichever console you want others to be able to access your games on as the primary console. This way, they can create their own account and have access to your games regardless of if you are signed in or out on the primary ps4. Then whichever console is yours and won't have others on it, make that one be secondary so that you have to be online to play your account. By doing this you can gain simulataneous access to the same digital content from the same profile across two different PS4s at once. <--that's literally how you game share on the ps4, and you can only do it with up to two ps4s at once.

I couldn't recommend wi fi to anyone for gaming because of signal disruption, and the fact that my living space is crowded with neighboring signals which makes it a lot harder for me to maintain a stable connection. Ethernet ftw
