Wind Waker HD is just a very ambition remaster. They didn't rebuild assets from scratch compared to the likes of FFVII R, Majora's Mask and the first 2 games in the Master Chief collection. They included a new lighting engine in WW which is responsible for why it looks so new.

the game also has new mechanics, features and a new mode. But yeah let's say a remaster on steroids.
