Only the games that get patches/support the Pro from the start will look better. Sony said in the other games the Pro will clock down/lock the additional compute units to behave exactly like a base PS4 to make sure it has 100% 0-effort compatibility with all PS4 games.
Even without a 4K TV Pro patched/supported games will look sharper/have less aliasing and additional benefits on a game by game basis (depending on the effort the dev made).
