To be honest, it sounds like an updated version of an old Cold War idea we Americans had but never went ahead with creating, because even by nuclear war standards it was very nasty.  Project Pluto, AKA "the flying crowbar".

I bet they did it but kept it secret. I bet you a Kit Kat candy the USA has the most dangerous nukes ever created hidden in their arsenal.

In fact, I will keep a kit kat inside a lead container buried in my backyard. After world war 3 come to Brazil visit me and I will give you the kit kat candy.
