I don't agree. Do you mean this for all their games or something? I remember playing Morrowind, Oblivion and Fallout 3 (especially this one) and beeing amazed at the fact i can just kill an NPC that gets on my nerves and live with the consequence. In TES its a bit more difficult because of the guards.
Still, i'm not sure what you mean in terms of choice. There seemed to be alot of it to me.

Voice actors... i really didn't notice. But... sure? Why not?
Writers? Sure? Why not?

I'm not opposed to improvements, but i don't see this terrible situation you are describing. I still can't think of any other RPG that gives you the freedom TES and Fallout do.
