Also, the ten nukes that spread and reach far targets Satan 2 delivers would cause such a devastation as Tzar would never be able to. Destroying the power grid and water distribution alone is enough to anihilate 10-20% of the population of a rich country. Remember how people went insane in Katrina Hurricane. Imagine a beyond repair damage to the eletrical and water grids. Most people would go insane in 3 or 4 days.
