Halo 3 sold 12M on a likely 20M userbase, while Halo 4 got on 10M on likely 60M+ userbase, that is the point. They wouldn't have changed much more than perhaps 10-20% if the userbase was 40M

And how much would Halo 3 sold on 10m user base, how much Halo 4 would sell on 30m instal base, how much would U4 sold on instal base same like XB1 (23m), thats a point.
