No, they're potentially using lasers to communicate, on the assumption that other civilizations such as ours will have a group of scientists observing the frequencies emitted by stars. The whole point of the paper was that it is already within human capability to produce such a signal (although not necessarily economically practical) so a slightly more advanced civilization should have no trouble doing this if they actually wanted to.
