My guess would be a solution with the cartridge itself. Read / write combination perhaps or just write with some security limitation to NS hardware. That would be the simplest solution even if the risks for pirating increases.
I don't think they would use cartridges if they would need to sacrifice a big portion of support just on that field. At least i hope so :‑P.
