Virgin have the money and resources to beat them to the punch here.

If by america you mean NA then that also happened this year. It went nation wide. Next up is canada, then if they follow the more popular global proliferation that other services have used, then it would be UK, parts of europe, then south America and the Pacific next. 

Real question is just how quickly they intend on expanding the service. But unless they have been working on it already, going into the Uk and Europe is another totally new can of worms. There's a lot of red tape to cut through when it comes to these things.

There isn't any reason why it wouldn't. Especially if sony is serious about competing with along tv, it actually makes no sense for them to make a Windows version of the app that doesn't work on the XB1 cvause that would mean they are making an old schoolstyle off with does app anyways. If they made a UWP app then not only would that work seamlessly across every single MS software (including the arm based windows systems) it would also work on the XB1.
