I don't see this at all about relavancy. This is due to NES Classic. Gamestop realizes that there is money to be made from retro consoles. If someone is willing to pay $60 for a limited NES Classic with a 3' cord and only 30 games, then they are willing to pay that for an actual NES fully restored with a single game and controller. Likely similar for other consoles, depending.

Its also very low risk for them. They'll give you a few bucks of trade-in credit that will instantly be profitable for them when you buy another console or used games. Only real risk is if they spend $20 refurbishing a NES and can't resell it.
