I expect some not quite AAA multiplat titles will run at native 4k on Scorpio and upscaled 4K on PS4 pro. But for the eye candy AAA games Scorpio and PS4P will both be upscaled 4K.
resolution beyond 1080p is a waste on me since I have no 4K screen. So the less resource devs put into 4K and the more they put into stability, effects, textures etc the better.
