Technically Nintendo did not ;)
"The dock is not the main console unit of Nintendo Switch. The main unit of Nintendo Switch is the unit that has the LCD screen, which the two Joy-Con controllers can be attached to and detached from. The main function of the Nintendo Switch Dock is to provide an output to the TV, as well as charging and providing power to the system."
Note how charging and Providing power are different statements. A scenario where the docked system consumes more power and outputs higher performance is not out of the question.

When you connect your notebook to the poweroutlet it charges the battery and power the notebook, so? It doesn't necessarily means it make it more powerfull.

And in any such case no where does Nintendo outline the full functionality of the dock. People shouldn't say it's confirmed when Nintendo hasnt themselves said it. I dont expect a discrete Gpu but people are still reconstructing Nintendo's words.
