Maybe MS are trying to make some market for their intended Scorpio, I guess 3 years have past X1 isn't there at all when it comes to Japan, they slashed the price, and now they are bringing the Slim, and their Boss is talking about Japanese Companies bringing their games to their platform, I guess MS missed big on Tales & Persona but I think they are talking exclusives here so what could be on their hands?
