If CIA had something with substance on Putin, NYT would be shouting about it at least 2 years non-stop. So I assume they have nothing real.
I see the situation as following:
1. Hillary was too 'free speaking' in her emails.
2. Emails got leaked by some group. Likely connected to White House.
3. Hillary uses it to attack Trump and get attention OUT from real things which were said in the emails.
4. Best way to create buzz from nothing is 'Russian threat'. Relations with Russia are very bad and likely can't be worse. And we understand that thats a good card to be played on the elections. In any case whoever to be next President this words after election will mean nothing, and we'll come back to real business.
5. But to show that Hillarys emails leaked by Russians is bad too and can lead to unsecure thoughts. So Russia have to be punished for what it haven't done.
6. Then CIA says that they preparing th attack which will show Putin its place. Closer to elections they'll say that they've punished evil Putin enough, and USA people will be happy, cause good is on top and evil got its punishment. When in real life nothing happened aside from too long tongue of some old lady.
Btw, did you saw a part of CNN interview with Russian foreign minister, mr Lavrov, regarding 'too much pussies in the USA president campaign'? ))))
