The Xbox One can do it all without requiring the seperate ARM chip and DRAM.
It's completely up to the developer on Xbox, where-as Sony has probably made it a mandate.
The PS4's seperate chips don't tend to accellerate the transfer rates from the BD-ROM drive anyway, which is the real limiter.
