NTV is not exactly 'government owned channel'. Russian media situation is a bit compilcated. Our biggest opposition channels are mostly financed by government too. 
For example 'Echo of Moscow' - the most famous opposition radio/tv in Russia with a lot of dirt over country and Putin, is owned by Gazprom Media. And Gazprom Media owned by Gasprom. And Gazprom mostly owned by government.

Its strange for me - that people who hate our country are allowed to do it with our country's money - but thats how it is. 

If I'm not mistaken (which is quite possible here) NTV channel is owned by Gazprom too. It WAS oposition channel 15-12 years ago. Now its mostly a bullshit channel.

But again - I'm not an expert - cause I watch TV two times per year.
31st of December at 23:55 i'm hearing words of President congratulating our country with a New Year. Thats a Russian tradition. We staying with a glass of champaigne, listening to our president, then we have a New Year moment and we hear and singing (those who want it) our hymn.
And 9th of May I watch a military parade on a Red Square - which is mostly fantastic. Thats a tradition in my family too.

At other times - TVs in my flat are just a big screens for movies/series and games.
