It's because the wifi card in the ps4 blows donkey balls. You need to run a hardwired connection - made my DL speeds go from an inconsistent 2MB/s to a rock steady 8MB/s. It's also prone to having the signal cut off during gaming sessions, though I'm sure there are plenty of people that never had to deal with these issues.
Do you live in a crowded area with a bunch of competing wifi signals?
