Gang Orca is one of the lesser known top heroes. He took part in the Bakugou Rescue arc alongside Best Jeanist and Mount Lady, working to secure the Noumus before All for One leveled the area easily.
This chapter joked that he was ranked by fans (in-universe) as one of the most "villain-looking' heroes, which is possibly a joke about how he looks like a Noumu, or just terrifying in general. He's actually a hero though, and based on the conversation beforehand, it seems that this attack is another staged event for the exam.
