Really, when a publisher releases games where un-opimized games are the norm and optimized games are the exception, I would say they deserve to get that stamp.

I'm sorry, but I've not seen this pattern that you speak of. I see hits and misses, much like PC games in general. 

Well, The big games that MS released on PC post Windows 10 are: (I might miss some so correct me if I am wrong)

Killer Instinct - Hit
Gears of War Ultimate - Miss
Forza 6 Apex - Hit but still in Beta
Quantum Break - Miss
ReCore - Miss
Forza Horizon 3 - Miss

I see more misses than hits. Now I don't mean quality of the game or anything, I mean from a purely optimization standpoint compared to X1. I don't expect to get console level optimization but I do expect a 970 to perform more than what they did in those games.

And yes, PC games are a hit or a miss but other companies who have more misses than hits on their big games also get that stamp.
