I get you but in my head the idea is a Sony/MS only thing, they do fork the bill for it. The value of the exchange would only eat into their cut, not the 3rd parties cut. It's PSN credit they get in exchange, so customers still have to spend the money on more games, it's not like GAME or Gamestop where you can get cash and not spend the money again on games or buy used copies so the money goes back into the store not the 3rd party developer.

In a way, it's an idea to basically solve the issue the publishers have the used game sales, by making the option to do exchanges in digital form where i presume currently it's more profitable to sell games.

I don't think the refunds thing would ever happen, you see. I think publishers are just too tight to change the very way games are sold digitally to essentially allow all consumers to 'try before you buy', in a sense.
