Why are you using hacking as an argument at all. Emulation is a legal grey area for games that are a decade old, it's downright illegal or should be for anything that's still in the regular market.
PC exclusives come to consoles too eventually. TW2 made it to 360, even Crysis made it to consoles against all bets, Civilization, Tropico. If interest is big enough, it will be done. I'm not saying they're as good or even comparable in some cases (I couldn't even play the demo of Triopico 5 on consoles, too akward without a mouse) yet succesful VR games which have the same control scheme already are much more likely to be ported over. Again, not saying that they will be as good but at least they'll be officially supported instead of resorting to emulators and downloading illegal roms.
PC will have enough exclusives to justify OR and Vive, same for PSVR. If you want to play those exclusives when they're relevant, just buy the corresponding device instead of waiting for a port or a morally questionable emulator.
