The deal is for season pass holders.
The base game is $7.49, you have to buy the season pass $17.49 separate. So if you buy the season pass, you'll still save $2.50 on the psvr edition and have all the dlc as well. (Except Driveclub Bikes expansion, still $21.99)

I have the physical edition, yet since that's only the base game I wouldn't mind double dipping on a disc version with all content. Maybe they'll release that next year including pro enhancements.
