That's true up to a point.
HDMI cables are placed in different category's depending on electrical properties that affects the signal.
He needs a category 2 cable.
Category 1 will be limited to 4k, 30hz. Whilst Category 2 isn't and it's due to how the signal attenuates over distance, it's actually the same problem that affects DSL on a copper pair.
