It's not and the limited edition is ridiculously expensive, as well. However, the JRPG fanbase is substantially larger on the PS4 than on the XB1. The PS4 has gotten a lot of JRPGs so far this year (e.g. Digimon Story: Cyber Sleuth, Valkyria Chronicles Remastered, Odin Sphere Leifhrasir, Fairy Fencer F: Advent Dark Force) and will be getting more before FFXV (e.g. Dragon Quest Builders, Exist Archive, SAO: Hollow Realization). None of them are big nor do they move much hardware, but the small things add up and they help maintain interest in the PS4 userbase. This is much better than the JRPG offerings on the XB1. FF Type-0 and Stranger of Sword City in ~3 years are not enough to maintain a JRPG fan's interest, especially when both games are available on other platforms, too.

This will greatly affect the sales distribution of FFXV. The PS4 version will garner a lot more interest (and the Pro version got positive reception, too), which will lead to substantially greater word of mouth for that version over the XB1 version. Considering Sony also has marketing rights to FFXV, I bet the company will be very aggressive on advertising the PS4 with the game.
