A lot of the mainline titles have made their way to PC. I wouldn't say it's never coming to PC, it's just a matter of time. IF you don't want to wait, go for the Pro version or regular PS4, if you have the patience, wait for the PC version (seriously not ever putting it on PC would be a dick move at this point with their general mission towards releasing the majority of FF towards PC).

Im not buying a pro, since they decided to bottleneck online components to 30FPS and it seems to high of a price for an upgrade, great price for new buyers.. sure but as an excisting user I will have to wait on the reviews and see how the performance is on the regular console, if its a stable 30FPS I will buy it, if its like the demo or any of the gameplay I've seen playing on the show floors so far on regular PS4's this game is death to me untill it arrives on PC.
