Final Fantasy 9 is a Japanese game - made by a Japanese company with a Japanese development team.

They werent - OP is clueless when it comes to Japanese games since he doesnt even realize FF9 is a Japanese game - either that or the OP has played too many waifu games that he sees even regular female characters as sexualized . There's a word for this out there I'm pretty sure.
