I think DRIVECLUB does a wonderful job of being a good Arcade style racer (regardless of how if compares to Forza). In fact, the latter point is irrelevant, so long as the game is fun, packed with content, and a pleasure to look at.

In regards to the reviews, I didn't make a call before, but I expected this to be a critical success (would be more of a surprise if it wasn't, considering the series' history).

It does but I don't think we will ever see another drive  club plus that was basically a launch game.  We need a new arcade racer now.
