I'd rather then just make an X86 based Vita 2 that did pretty much what you're describing.
Actually, considering how far technology has come since the Vita came out they could probably make a handheld with a 7 inch 1080p screen that isn't much larger than the Vita.
Sell it for $299, then sell a $50 charging station that lets you hook it up to a tv. It wouldn't set the world on fire, but they could probably sell 25-30 million of those. As long ad the software was right (PS1, PS2, PSP, Vita, PSNow, PSVue, Netflix, ect.)
