The problem is figuring out why and how these people are being talked into doing stupid shit and by whom. The everyday mosques and madrasahs are extra vigilant about who they let in and what crazy material to avoid branding it anti Islamic (as in the extremist material). How are these people falling through the cracks and who is brain washing these people into doing these things. 

The problem there is I don't think these people are being radicalized locally. Unfortunately the internet allows anyone to basically find anything if they really want to see it. 

Actually a lot of people do become radicalized while in a western country, mainly because they face hardships or have a sense of isolation/alienation and come to the conclusion that it is because of their religion. From that point on they start to feel less empathy towards others in as they believe that they have been wronged by them.
