Basically what you are saying is that: On console if you have bugs it's the fault of the dev, on PC it's the fault of the PC and that makes it acceptable on console.
But, no. You're wrong. So very wrong and no it's not acceptable.
The Xbox One when it launched had a terribly buggy interface, the controllers themselves have even had a few updates to improve things and remove issues.
You should try a moden PC in a modern software environment, you might just walk away pleasently surprised.
