It's a right people use around here when you get permabanned and you want to come back. Usually your alt will be caught and banned again but in some cases where an alt remains undetected for months and shows no sign of bad behaviour it will be accepted and allowed back.
This is officially known as the "alt-right" . The phrase was first coined by the dark Lord Smeags in the summer of 2012.
